Illinois requires purchasers to be 21 or older, and retailers must check ID for anyone who appears to be under 30. The state applies a 15% wholesale excise tax on vapour products, and the Preventing Youth Vaping Act (2022) prohibits selling e-cigarettes that lack FDA marketing authorization.
Chicago is stricter than the rest of the state: the city banned the sale of flavoured nicotine products in 2020, so within city limits only tobacco-flavoured e-liquids and devices are sold. Cook County extended its flavour ban to unincorporated areas in 2023. Shops in suburbs outside Cook County may carry a wider range.
