Vape laws in Portland and Oregon
Oregon's vape rules are in transition. In December 2022 Multnomah County commissioners approved a ban on flavoured tobacco and nicotine products, including vapes. After several years of legal challenges the Oregon Supreme Court declined to review the case in July 2026, clearing the way for the ban to take effect, which means flavoured vapes are prohibited in Portland and the rest of Multnomah County.
Oregon has no statewide flavour ban. Multnomah County, which includes Portland, and Washington County to the west both have local flavour bans that have been upheld by the courts, so roughly a third of Oregonians now live in an area with local flavour restrictions.
The minimum purchase age is 21 under both state and federal law. Senate Bill 587 established a statewide tobacco retail licensing system, and the Oregon Supreme Court has confirmed that this does not stop counties from adopting stricter local rules such as flavour bans.
